A suspenseful dramatisation of an actual transcript of an everyday public hearing, filmed purely in close-upsusing 16mm film. The beautiful editing, lighting and black-and-white photographic grain contrast sharply with the banality of speeches pretending to be democracy. It is not the talking heads that say the most, but the sensitively recorded body language and facial expressions.

A local resident describes the negative impact of a Walmart on the entire community. The camera records the bored faces of the local officials; teeth chew on nails, and hands fidget with packages of cigarettes with the fitting label Natural American Spirit.
